Add "All languages" option to regex redirect module (like redirect module)

Problem/Motivation

The regex redirect module currently only supports language-specific redirects, unlike the standard redirect module which has an "All languages" option. This limits functionality for multilingual sites where administrators want redirects to work regardless of the user's language.
