Catch tool validation failures and return results message.

Problem/Motivation

We currently expect \Drupal\tool\Tool\ToolBase::doExecute() to be responsible for catching its own failures and returning a human facing message, but we do not have anything catching violations when executable values are being prepared and validated in \Drupal\tool\Tool\ToolBase::execute
