Improve customisation of ICS file content and collection time

Problem/Motivation

ICS file descriptions are hard-coded and should be configurable. Collection time may vary from address to address, and data provider plugins should be able to set it.

Proposed resolution

Extend config form to add .ics file descriptions as well as titles. Add optional collection_time key to collections data array.
