Add global settings to allow add view access to unpublished node

Problem/Motivation

It would be helpful to have a feature that allows giving "view" access to unpublished content. A use case is for content review and approval. For example, when a draft is ready, we need to send it to a manager or a stakeholder for feedback. These reviewers need to see the content, but they shouldn't have the permission to edit it. This would prevent accidental changes and ensure a clear separation between content creation and the approval process.
