Per domain settings for modules / themes should be available whichever domain I am working on.
Actual Behavior

Per domain settings for modules / themes are gone. Only the current domain's option is available to fix.

'Enable domain configuration' is available, but it does not allow me to choose other domains.
When I change to a single domain setting by 'Disable domain configuration', then the system asks me if I would like to remove all domain specific settings. After the click, it seems to take very long time (probably removing the per domain config), but does not finish. I've waited for about 2 mins, and gave up testing any further.
I think the function is kinda critical for users trying to run the system at the central (or main) domain. Would be great to have it back.
Related to that, on v2.0.0 beta4, no per domain specific configurations were saved. I guess v2beta4 and v3alpha have the common issues in this regard. 'Enable domain configuration' prbbly does not work or intentionally blocked for end users.
