Can not create or view folders in "Manage Library" Code tab unless at least one code component exists

Overview

When attempting to create a new folder under the "Code" tab in "Manage Library" while no code components are present, the folder creation form does not show an error, but the new folder does not appear in the UI. No errors are shown in the console or the UI. Folders under "Code" only become visible after at least one code component has been created, which is inconsistent with expected folder management behavior. Users should be able to manage folders regardless of whether any code components exist.

Steps to Reproduce

1. Go to Manage Library
2. Click the Code tab.
3. Ensure there are no code components present under Code.
4. Click on + Add New Folder and attempt to create a folder.
5. Observe that there is no error shown in the UI or browser console, but the created folder is not visible.
6. Now, create at least one code component and check the Code tab again – folders become visible.
