The short name for https://www.drupal.org/sandbox/eyalshalev/2767919 → has been reset, and you should be unblocked.
But how is possible for sandbox project to take a short name? For years I was convinced that only permanent/full projects are owning a a short name.
This should be true, but the enforcement is via a couple essentially multi-step forms implemented in D7 and earlier, so bugs have happened.
