Provide some default styling

Problem/Motivation

We need some basic styling for the status pages, so that they have a nice look by default. This can be overridden by library override or overriding css variables in the theme.

This should also include a gulpfile.js and package.json to compile the modules scss, so that everybode who works on the module compiles it in the same way.
