Config translation (config_translation) module should not require the Interface translation (locale) module
As a website where all editors speak English, interface translation is not needed, but config translations are displayed to site visitors.
Not possible to uninstall locale while config_translation in installed.
All functionality in config_translation which requires the locale module should check if locale module exists, or the required functionality moved from locale to a general translation module.
