Add process for updating an archive

Problem/Motivation

An archive entity should be able to be updated in the UI, by attaching a new CSV. After doing so, the archiver should:

1. update any keyword, theme or annual archives zip files that are known to contain the individual archive.
2. update the manifest in the zip file
3. alter the updated date on the keyword, theme or annual archives.
