Make BatchOp script discover like plugins

Problem/Motivation

Currently BatchOp scripts are only discoverable in one module location set by a setting in config. It would be nice if this module could discover the existence of BatchOp scripts in specified like plugins in any module.
That way other modules could leverage this power.
