Add process to delete archives when archive period passes

Problem/Motivation

Archive settings support a maximum age of retention. We will need a process to run that will delete archives when they reach the maximum age of retention.

Perhaps a cron that runs Jan 1 (maybe using codit batch operations for logging and timing)
It should address both local and remote storage separately since they can have different age of retention settings.
Might need codit batch operations to support plugins?
