Child Items are not Displayed

When a menu subtree has one or more items that are disabled, and the top element in the subtree is also disabled, some items that are enabled do not display their child items.

I am having a hard time pinpointing the conditions for this. I noticed that if the affected item is moved up in the hierarchy, the issue stops occurring, and the child items are displayed in the menu block.
