When using gin admin theme and Gutenberg editor module ( https://www.drupal.org/project/gutenberg → ), the publish checkbox does not appear.
I attached a screenshot showing what the edit page looks like with Claro versus Gin. You can see that the publish check does display when Claro theme is the admin theme, but not when Gin is the admin theme.
And if this isn't a Gin issue, I'll be happy to move this over to the Gutenberg issue queue.

I have tested this on Drupal Version 11.2.0 and have been able to reproduce this issue. I was able to apply this "MR !691 mergeable" successfully, and the publish option appeared after applying the MR.
