Enable GitLab container registry

Problem/Motivation

For some projects I use a custom image to pre-install and cache dependencies, which drastically reduces CI build time. It would be nice if the image could be stored alongside the project rather than having to push to a 3rd party such as Docker Hub or GitHub.

We have not wanted to get into the business of providing support for a container registry. While this might come “for free” with GitLab, there would be bandwidth costs and user support.

For our CI templates, we do use a 3rd party - GitLab.com: https://gitlab.com/drupal-infrastructure/drupalci/drupalci-environments
