When you visit a config page that shouldn't be modified, the Save configuration button is disabled, as it should be, but the Delete button is still accessible, which allows users to delete configuration.
Go to /admin/structure/types/manage/page/fields/node.page.body with this module active and enabled; you will see that the Save settings button is disabled, but the Delete button is not disabled.
Disable the Delete button if it exists, if the Save settings button is disabled.

I've tried to reproduce the issue and I got to know that delete button is already disabled if you click on delete button then it will redirect to confirmation page where you can easily see, delete button is disabled.
