Blog card structure and hover state can be improved

Problem/Motivation

The blog card component only links the title, and the hover state just underlines it. Can't find a design specifically for the blog card hover state, but let's ensure that we:

Link the entire card
Add an elegant hover state TBC (e.g. card background changes, image zooms slightly)

Updating to reflect that this isn't just the blog card, it applies to the generic card component as well.
