Replace annotation by php attributes in DomainAdminSelection class

It's all in the title.

Had to rollback this change as it introduced some regressions.

The id of the plugin will have to be changed to something like "domain_admin".

By consequence, the corresponding handler will have to be updated in the field.field.user.user.field_domain_admin.yml file.
