Make the blank site option usable

Users who don't want to start with a site template shouldn't have to, but there are things that are required to make the blank site usable, that are not relevant to other templates. These things shouldn't be in starter, which is a foundational recipe for other templates. But they may need their own spin off template? Let's see.

So let's keep a list of things that:

1. No other site template needs / wants
2. Is required for the blank slate to be usable
