Submit button missing on updates pages

Problem/Motivation

On the latest version of Drupal and Gin, the submit button is missing on the updates pages.

Steps to reproduce

1. Install Drupal CMS
2. Downgrade a module via composer
3. Visit the updates page
4. Try to run updates, see there is no submit button for the form

Proposed resolution

Update the button to match the expected format for the top bar.

Workaround is to switch to Claro to get the button back.
