Convert drupal_cms_starter to a recipe rather than a site template

drupal_cms_starter contains the basics that we want for XB-ified site templates. Rather than having this be its own site template, it should be a foundational recipe that instead can be selected as a blank slate instead of a site template.

This can then serve as the foundation for all XB site templates, if they want, and means we don't have to replicate that configuration across multiple templates.
