Can't delete last item

Problem/Motivation

It's currently not possible to delete the last item.

Steps to reproduce

- Install the SPA module
- Create a SPA with arguments (arguments are using plugin_form_element "plugins")
- Save it
- Edit it and delete all arguments
- Save it
- Edit it, now the last item still remains

Proposed resolution

Make the input handling safer and add tests for it.
