Add link to settings page on Content authoring admin page

Problem/Motivation

This is a great little module, and it works perfectly, so thanks for creating it! (It's almost as good as November.)

It looks like Wayback Filter automagically does not link to the last instance, which may be a 404, but somehow instead to a capture with actual content. Maybe it could be described how this is accomplished in the intro text? Because I think that's a great feature, if it's by design.

See for example this link, where the last few instances are 404's (2023 and 2024):

The module links to this capture, which does not seem to exist:

Anyway, I created an issue, because I noticed that there is no link to the Wayback Filter setting page on the "Content authoring" page (/admin/config/content), only Drupal core's "Text formats and editors" are listed. It's missing on "Configuration" page (/admin/config) as well.

Steps to reproduce

Click on "Configuration" or "Content Authoring" in the breadcrumb ("Home > Administration > ...") and don't see this module listed, only "Text formats and editors".

Proposed resolution
