Fix new phpcs coding standards

Fix new coding standards introduced

- PSR2.Classes.PropertyDeclaration.StaticBeforeVisibility
- SlevomatCodingStandard.TypeHints.NullableTypeForNullDefaultValue.NullabilityTypeMissing

And

- Drupal.ControlStructures.ControlSignature.SpaceAfterKeyword

phpcs should fix these up automatically and then report no or few errors based on phpcs.xml
