Add a global settings page to define the defaults for the Widget / Formatter settings

Problem/Motivation

Would be great to add a global settings page to define the defaults for the Widget / Formatter settings.
On pages with many entities you have to remember and re-enter the values and especially the available durations for each field, while you typically want them to be consistent.

The values from the settings page should be used to prefill the widget / formatter settings, if empty.

As a bonus a checkbox "Use global defaults" could be added in the widget / formatter to reference the global defaults instead of setting them duplicate in each field.
