Problem/Motivation

Because of the way the Change tool uses hidden form elements in the sidebar for inline editing we can't simply add overflow-y: scroll to the right sidebar to make it scrollable the way we do with other sidebars. That would make the editable elements disappear in Safari.

Proposed resolution

Lets use JS scrolling as a work around.
