Update AI issue process to gather planning meeting issues

Problem/Motivation

Working with Jamie to see how to easily create this list that is surfaced via the weekly dev planning meeting:

Proposed resolution

Note that just marking the issue as major priority isn't sufficient as there will be issues that are for later in there.
