User roles are not defined as cardinality -1.

If you visit the policy /admin/config/people/cm-policy/{ID}/edit
You can seperate multiple values in the field, but once saved only one got saved.

1. Change base field definition.
2. Provide update hook to deal with DB change.
3. Provide deploy hook to migrate data.
