Add composer.libraries.json to the 8.x-1.x branch

Problem/Motivation

For the 8.x-1.x branch, it is still missing the composer.libraries.json to aid the user in downloading the source files from the infusion site (still they need to compile the libraries though) and update the README.md file on how to use this file in your project
