Add api endpoint for annual archives

Problem/Motivation

An api endpoint is needed to return all annual archives in json format. (this needs to be fleshed out some more before it is actionable

Acceptance Criteria

• requesting '__TBD__/archives/[annual]' will return all annual archives in json format if annual archives are enabled in settings
