Convert some filters to dropdowns

Changing this to be part of the MVP due to the difficulty of deploying Views changes after install.

I held off on doing the Rules filter because
The report has to be reworked to capture the rule names or maybe a concat of the rule criteria. But not the message
the filter by a single within multiples is a bit of a challenge

I created this ticket to cover that work ✨ Rework reporting to not include message Active

Now we have a schema problem related to the views filter.
