Better Mouse Cursor

Problem/Motivation

The current mouse cursors are just phosphor icons. We need proper mouse cursors that don't disappear when you go over a black background.

Proposed resolution

Some users have complained that the shapes we are using make it feel imprecise. Let's use the regular cursor and show the tool next to it.
