Rename ContextDefinitionModifer service/plugins to ArgumentDefinitionModifier

Problem/Motivation

During development, we introduced a new ArgumentDefinitionInterfacethat adds additional properties to the existing ContextDefinition system. The name of the modifier service should be changed to reflect said changes.
