Setup gitlab CI and DDEV

Problem/Motivation

As an effort to move this module from the OpenEuropa github repository, we need to clean up and do the following:

  1. Remove runner, docker-compose, behat, grumphp configs and related files
  2. Setup gitlab CI
  3. Setup DDEV for local development
  4. Archive the github repository
