Create a placeholder REST endpoint to:
- Load an empty workflow state for initial testing.
- Persist node and edge structure on save.
Ensure CSRF token handling and permission checks for authenticated users.
Test integration with flowdrop_ui to confirm frontend mounting.

We have a basic integration. At this time we can't foresee all the api we might need. So this needs to be postponed and tackled later, maybe in Phase 3.
