Setup drupal CI and ddev for RDF SKOS

Problem/Motivation

As an effort to move the repository from OpenEuropa github to Drupal.org we need to setup the project to work with Drupal CI and since we drop the task runner, we will need ddev to allow local development without too much of a hassle.
