Rework comments with PHPUnit metadata to attributes to fix PHPUnit 11 deprecation warnings

Problem/Motivation

PHPUnit 11 started to show deprecation warnings for comments with PHPUnit metadata.

Steps to reproduce

Run tests and see a warning like this:

OK, but there were issues!
Tests: 93, Assertions: 531, PHPUnit Deprecations: 134.

Proposed resolution

Seems there is a time to rework all comments to modern PHP Attributes.
