CVS add aborted: there is no version on CVS server

I am trying to add new files in the CVS repository for XML Sitemap, but I cannot.
All times I try, I get a message error saying cvs add: in directory `.': cvs [add aborted]: there is no version here; do `cvs checkout' first. I also deleted the directory containing the copy of the CVS repository on my PC, and checked out the project files again, but that doesn't help as I still get the same error message.
I also tried creating a new branch of the project, but when I tried to add the files I recently created, I got the same message.

The previous commit I did was to remove three files from the project, and that has been done without errors.

I set the priority to critical because I am worried anybody will get this error when they try to add new files into the CVS repository.

Is this the right issue queue to report errors about CVS?
If I have a request to remove files from CVS, where should I open the request?
