The latest changes for translation support added a dependency on "content_translation.manager" which is part of the core "content_translation" module. This is not always enabled, and therefore the service will not be available.
Try to save an external entity configuration. e.g.: /admin/structure/external-entity-types/ when the content translation module is not enabled.
You will get:
