Enhance tagify_select documentation by #identifier

Problem/Motivation

When #identifier is not set when using the tagify_select element, JS errors will appear. So I think it should not be optional.

Steps to reproduce

Use the form_element in any form without adding an identifier. JS Console will report errors not finding the element (which will result in visual bugs like 2 chevrons in gin).

Proposed resolution

Enhance documentation.
