Remove simple config file

Problem/Motivation

Since the mcp module provides the mcp.settings.yml, we don't need to include it in the recipe. You are configuring it the correct way using the simpleConfigUpdate action in the recipe.

Proposed resolution

Delete the file/folder.
Also, delete the empty parameter in the config action. You only need to include what needs changing. The rest will remain the default.
