Add a script to easily update the `recommended.yml` list of curated add-ons

Problem/Motivation

As of ✨ Add follow-up tasks to recipes that can use them Active , we maintain a curated list of recipes to show in Project Browser. It would be good to allow this list to be added to by a script, to ensure it's done correctly.

Proposed resolution

Add an internal developer-facing command to modify recommended.yml. It would be used like so:

ddev composer recommend foo/bar

This would result in the info for foo/bar -- which would be assumed to be an installed package -- getting added to recommended.yml appropriately.
