Problem/Motivation

An update to GitLab CI is resulting in the following warning:

There were 3 risky tests:
1) Drupal\Tests\jsonrpc_core\Kernel\JsonRpcCoreInstallTest::testInstallUninstall
This test did not perform any assertions
