Field Group has released 4.0.0 which they say is to move to semver and is otherwise just a bugfix release for 3.x. This should mean that we can safely declare compatibility with Field Group 4.
Run composer require drupal/field_group ^4.0.0 on an install with Entity Form Steps installed and find that it says this module is the reason the update is not possible.
Allow for field_group 4 in composer.json
