Clear cache after enabling or disabling mode

Problem/Motivation

When Coming Soon mode is enabled or disabled, the site cache needs to be cleared to reflect the change.

Steps to reproduce

As anonymous, browse one or more pages of the site. As administrator (in another browser), enable coming soon mode. In the anonymous browser, you will still be able to view the pages that you previously browsed, but you will get the Coming Soon message on any new pages. As administrator, disable Coming Soon mode. As anonymous, you will be able to browse new pages, but you will still get the Coming Soon message on the pages you visited when the mode was enabled.

Proposed resolution

Clear the cache when the mode is enabled or disabled.
