Add a UI for tracking status of a single collection

Problem/Motivation

Similar to Drupal's legacy Batch UI, we should be able to send the user to a page which tracks a single collection, then redirect them somewhere on success.

We could even display log output from messages in that collection on the page.

This would work in either the Batch API context, or the manual API context.

And we should be able to override the traditional Batch API UI and send people to this new UI with an opt-in.
