DX: Block plugin full validatability message may be misleading, add concrete next steps

Overview

Block plugins currently mostly say "Block plugin settings must be fully validatable". This does not say what is the next step. Even after making all keys validatable, this does not pass, because "fully validatable" is not quite making all keys possible to validate, it is about opting into stricter validation.

Proposed resolution

Make the error explicit and provide a clear next step.
