Fix JS load order / Sortable

Problem/Motivation

Intermittently in tests, we get failures due to Sortable not being loaded. This doesn't affect normal users as it ends up getting loaded in time before a user interacts, but tests are faster.

Proposed resolution

Fix the sort order.
