Sync 3.0.x branch with 8.x-2.x

Problem/Motivation

There's been a flurry of activity and new commits to the 8.x-2.x branch by our new maintainer, @bluegeek9. 🎉 Thanks and huzzah!

However, most of these commits are only landing in the 8.x-2.x branch. We probably should cherry-pick everything to the 3.0.x branch to keep things in sync. Or empty out the 3.0.x branch until we're actually ready to start maintaining it.
