Further testing shows that the Fixed Search Block also works when there is something in the header.

The Fixed Search Block region in the Solo theme is specifically built to display the search form bar. I have tested it thoroughly on a fresh installation and on the demo site, and it is working as expected without any errors.

Yes, the Fixed Search Block in Solo is specifically designed to display the search form. Removing the search form and adding other content will not break the region itself, but it may disrupt the layout, even though the content and close button will still appear.
Changing the order of the primary menu above the header or adding content to the header does not affect how the Fixed Search Block displays.
